Linux on NUMA-Q issues - PCI cards in non-boot quads

At the moment, only the PCI cards in the boot quad work. The reason is that we need inb/outb to access the remote quad's PCI config space, and that doesn't work by default. I have crude patches to enable one remote PCI bus, and have a SCSI card working in quad 1. They're getting better - give me a month.
